The later project tor the present-day road over the Stilfersjoch was based on the surveys carried out in 1812 by engineer "Capo della Valtelina" Filippo Ferranti and engineer Saverio Francesco Venosta; these surveys were, however, restricted to the Bormio-Stilfser Joch section.
Planning A commission was set up which consisted of top military men and civil servants, under thechairmanship of engineer Carlo Donegani. Other members were Chief-Lieutenant Weiskirchen, Director of Fortifications, Major Querlende from the Chief ofStatt in Milan, Count Reisac, Director of Public Works in Innsbruck, Cav. De Pagave, provincial delegate in Sondrio, andEngineer of the 1st Class Carlo Donegani.
In the summer of 1818 the head of the Austrian Headquarters of the Chief of Statt, Prochaska, prepared the section of the project on the Splügen and between the Vinschgau and the Veltlin. It was he who at that time during a commission meeting in Bormio decided that the new road would be built over the Stilfser Joch.
Untillate autumn Ing. Carlo Donegani supervised the land surveys tor the whole length of the road, with the help of engineers Francesco de Dominici and Giuseppe Porro.The detailed project was presented to the Royal and Imperial General Directorate for Public Works in Milan on 1 st May 1819.In 1820 the Austrian Government approved the project presented by Ing. Donegani for the Stilfser Joch road from Bormio to Spondinig, with a length of 53 km; 38 bends were planned to the Stilfersjoch and 48 as far as Spondinig.
